Obviously this is not for most of Manhattan below 96th St, nor for rush hour. This is more about inner and outer borough areas where you get a lot of traffic cutting through to get to a highway ramp or whatnot. In Manhattan, think about areas around Inwood or Washington Heights where through traffic at rush hour lowers quality of life, or streets are wide open at night for drag racing motorcycles. It’s not about stopping through traffic from getting to where it is going, but it does seek to deter it from cutting through residential areas that are not supposed to be part of the route.
